Corruption in the system datafile takes special handling so if you haven't already done so I highly recommend logging a tar with support.

If you are unable to even cp or dd the file then you most likely have a problem with the file at the OS level and you need to get that issue resolved.

As to your recovery situations, it depends on when your last backup was taken and if the db is in archivelog mode.

The best method if the db is in archivelog mode is to identify a backup containing a clean version of the datafile (i.e. one in which dbv doesn't report any errors), restore that datafile from backup, and recover it. Since this is a datafile belonging to the system tablespace you will need to shutdown the db and do this from a mount stage.

I would highly recommend doing a full db export for safekeeping in the event that there are any problems with your backups.
