Without the support of upper management and a strong software policy your sunk. About the only thing you can do is set up a non default role that the application activates on startup. But of course if your application is a purchased one, like PeopleSoft, that is just about impossible. OR preventing users accessing the DB via sqlplus but still through the app. I would appreciate any knowledge that can be shared on this topic.
