Yes, you would need to rebuild the control file without the other tablespace(s) and open with reset logs. Then immediately backup the database. Then you can create a new tablespace for indexes, and create the indexes again.

Can someone help me out with a restore question ?
Suppose that I have a cold backup of users.dbf as at date X, and all other files as at date Y. All the business data would be in users.dbf, all the indexes would be in the other files. Would it be possible to build a database using resetlogs or something ?
