Depends on the parameter. Check out 'alter system' and 'alter database' also a look through the reference manual for your version will have a list of parameters and if their dynamic (you can change them without a restart) or static (meaning you'll have to bounce the database).

I have a stupid question for all of you.

To change our Oracle parameters can we modify our "parameter table" to avoid downtime (restart DB).
