trigger an applet on the client machine from the server?

I like to know if it is possible, from an on-login trigger, to fire an applet on the client machine that will open a browser window and direct that to a particular URL? It doesn't necessarily have to be an applet, just any mechanism that will automatically direct the client to a particular URL, regardless of how they got to the database (ODBC, SQLPlus, whatever).
