I'd use the same %ORACLE_BASE% directory, e.g. D:\Oracle - e.g.:

D:\Oracle

        \Admin
        \Ora73
        \Ora81

Error correction support ends in October for 8.1.6 - maybe just install 8.1.7 and patch instead?
