        But in the few short years since arriving under the H-1B visa program, foreign engineers and other workers have become permanent fixtures
in Silicon Valley and other centers of high technology. They have skewed demographic trends for overall U.S. immigration through higher levels of education, wages, corporate influence and career ambition. Even as they become an increasingly powerful political and cultural force, however, H-1B
visa holders are facing a backlash among those who question the need to import labor in the midst of today's economic slowdown. Opponents are preparing to challenge the immigration program in Washington, lobbying for
more technology education among U.S. citizens in what they call a critical
