Do you know how to create these characters but aren't sure how to store them into the database? To use any standard toolset, you will probably need an OS that understands multibyte character sets. Windows has asian OS's. We used a Japanese version which allowed us to use Excel to store the data in unicode and then we loaded it with sqlldr, but it was quite a bit of hoop jumping when we started cause we didn't even know how to store the characters.
