David,
What is your setting for LARGE_POOL and have you tried
decreasing it?
Also, this is frequently caused by 3rd party software,
such as AutoSecure, that does additional
authorization.
Also check to ensure that user "oracle" (or whatever
user you're using to start the db) has not been
removed from the "dba" group in the /etc/group file.
