DLM/OPS latch waits

in my 816/Tru64 4.0f instance, I have alot of latch waits/sleeps/longholds on:

dlm resource table freelist
dlm lock table freelist

I have downloaded Note 72316.1, but this does not contain material exactly on these
latches.

Further, I have very very high system-level waits for:

"lock manager wait for remote message"

Questions:

  1. If I wait for these latches, what exactly is happening in the kernel? in the OS?
  2. What does the system wait event refer to, exactly?
  3. What can i do to release pressure on these latches?
