I am reading technical note 112490.1, which explains how to set up secure socket layer connections for the Oracle Portal.

The note refers a few times to a "CA", to whom I am supposed to send the new
certificate request.

Who is this CA? How do I contact him/her/them?

I am new at this, can you tell.

TIA
