See if you can delay insert .... and then use bulk DML feature that might speed up the thing if inserts are the problems. BTW you can use pl/sql profiling to see actually which statements are utilizing more resources, this will help you tune the pl/sql code.

With pure speculation, I think one of the problem areas might be the splitting routines .... can you merge them into a single one?
