Ethan,

There's not much on this event. It occurs when an operation that needs to update the controlfile has to wait while the controlfile is being resized (e.g. if new entries are being added). Seems most likley to occur in an OPS env where different instances could be updating the same controlfile. All of my test db's (non-OPS) have 1 wait on this event, so it occurs even on non-OPS db's.
