For SQL and PL/SQL, I've been reading Guy Harrison's "Oracle SQL High-Performance Tuning" (second edition). Pretty good so far.

I also got O'Reilly's "Oracle Performance Tuning" (also second edition) but haven't read enough of it yet to really rate it. I generally like the O'Reilly books though.
