Peter,
It probably means that they're willing to relocate someone but don't want to pay a ton of money to relocate someone who owns a house. There can be more than $10,000 worth of closing costs, moving costs, guarantee to buy your house if it doesn't sell, etc.
Renters are simpler and cheaper to relocate.
