In this I would always make sure that a hard copy and an email was sent for such a request and when the application is rejected ask him to reply thru mail. So you have documented proof that your suggestions were rejected in the first place. I only see one reason why the manager would like to do this. It is because he is one of those who says why the hell did this little pip squeak think of this before me.. So before anyone comes to know ( especially his boss ) he would rather present the request from his side and get a upper hand with his boss before he will approve.

in situations like that, you can and should document the fact that you made

and then call that person's manager at 2AM to get permission to fix the problem when it becomes an emergency
