With that in mind, I would consider taking down your Listener first. Then restarting it and your database.

I would think that the high water mark is the culprit. What exactly is the high water mark?? When I type in svrmgrl I get the following error

ORA-12540 TNS: internal limit restriction exceeded.

Any help or hints would be greatly appreciated.
