We asked Oracle about that one day. The license high water mark is not a process that can kill the database. It is strictly an accounting value. Its Oracle's way of being able to hold you accountable for the number of users connecting to their database.

I would think that the high water mark is the culprit. What exactly is the high water mark?? When I type in svrmgrl I get the following error

ORA-12540 TNS: internal limit restriction exceeded.

Any help or hints would be greatly appreciated.
