Will OEM tools replace I/Watch and other monitoring tools?

Reading over some of the white papers on OEM...and it seems like Oracle is finally building some decent performance monitoring tools. I don't know if these cost extra in 9i or they come with OEM. My question is how long before products like Quest's I/Watch are really not necessary in relation to their costs if Oracle throws it in with OEM? Also do you think that the latest and greatest OEM has to offer is adequate for your performance monitoring needs? I know many would say there is not a need to sit on a DB an monitor hundreds of statistics and I agree with this fact. But statistics when configured correctly can tell you a lot more than how the database is operating. For example, when my commit rate is sustained over the average for a particular hour more than 5-10 minutes I can be sure that something new is going on in and some cases we have a "run away" job. However, I want my monitoring tool to tell me that, I don't want to have to find it on my own. You comments would be greatly appreciated.
