JDeveloper Connection to Oracle DB

Hi,

I have installed JDeveloper 3.0 and I am running Oracle 8i personal edition on a Windows 98 platform. I am trying to create a connection to the DB from JDeveloper. I specify the "Oracle JDBC Thin" as driver and I select "Existing TNS Names" as the connection method and I choose the service running. When I click on the "Test Connection" button I get an error message that reads: "Io Exception: The Network adapter could not establish the connection". I tried to resolve the problem but was unable to. I would appreciate any help.
