Serious Weirdness: Open VMS and Oracle 7.3.3

Has anyone ever seen the Oracle backgroiund processes owned by a different os user?  We're having probs with one of the db's here (it's on Open VMS, so I don't know anything about how to fix it) but I have NEVER seen this behavior.  Anyone?
