management was heavily invested in making the system go live "as is"... since they were heavily involved with the design. They designed it without a DBA. OLTP system, main order table had 23 indexes on it. Because they wanted to be able to search by customer first name, customer last name, recipient first name, recipient last name .... and had foreign keys all over the place.

Ah, but I am so much the better for NOT being there anymore!
