Try something like this

CREATE OR REPLACE TRIGGER IP_CATCH AFTER LOGON ON DATABASE BEGIN
  if ora_client_ip_address = '172.16.0.175' then

     raise_application_error(-20001, 'No way from '||ora_client_ip_address);   end if;
END;
/
