We use TeamQuest. They're very low impact & do some nice current as well as historical charts. They also don't do anything "funny" like try to attach to the SGA. I believe they have flavors for all OS's (we use the HP-UX variant). You can set alerts as you like.

Athene from Metron will also do both O/S, and database monitoring. www.metron.co.uk

Check BMC Software's PATROL http://www.bmc.com We use it on UNIX / Compaq (Alpha) platforms and I know they have a version for MS Windows as well.
