oracle background process priorities

After reading the section of Steve Adams book regarding priority degradtion of background Oracle processes, I have decided to investigate further.

Has anyone else already looked at this?
Does HP-UX degrade priorities based on lenght of time a process is running?  I've examined the output of ps -l and the PRI and NICE columns never seem to change.

Any comments from anyone who has gone there before?
