This week we had the similar problem. The database (AIX 4.2 running Oracle 7.3.4) couldn't allow any new connections. But those already were fine. I could sqlplus from server. The number of user processes hadn't approached max processes we often had. The listener log was normal.

I called Oracle support service. It was busy. Then I called an IBM senior engineer. He told me Oracle always had this problem in its listener. So I killed the process of listener and re-startup it. It was OK. Afterwards I called Oracle. They told me they know the bug. But they gave me suggestion also was to kill the process.

Had fun this morning where our most critical plant database would not allow new connections, but those already in were running just fine. I had a similar issue a couple months ago where moving the tnsnames file into the BIN directory solved the problem (I still don't know why!), but that wasn't the case this time.

I could tnsping the db but SQLPlus would hang from my desk. From the server, I could connect internal via svrmgr, but SQLPlus would still just hang using sys. I ended up crossing my fingers and bouncing the db, which worked thank goodness.

NT4 running 7.3.4 (I know, I know).

Any ideas?
