Also, if you can't reboot the server and need to get the database up quickly, reduce the processes parameter in the init.ora file to a minimal level (i.e. 20) until you can reboot the server.

Is the error on Solaris that appears on 8.x releases when there is a lack of semaphores. Therefore, increase the number of them in /etc/system.
