It must be something about system managers, it makes them feel useful to do this. However, unless your databases are down when they are done, these backups will be useless for recovery, You need to have online or cold backups of your databases when you are sure the databases are in the proper state.

we have 2 AIX servers at a remote hosting location. The host managers insist on doing volume group backups once a month, for all volumes on each server.

Why would they insist on doing this?

What purpose would these volume backups serve in a recovery situation?
