I just received my copy some days ago (hot & fresh from bookpool), and I can say :

1. yess, it covers 8i feats (like stored plans, Java, and others)
2. yes, there are MANY additions : PL/SQL 8 new feats, Java versus PL/SQL, and other interesting things.

=> In the minus side : the book don't contains a CD with the source-code, and the performance tools included in the 1997 edition was gone.
