We use IIS very successfully connecting to our Oracle database. I can't really give you impact because I don't know what a OAS connection is like, but we generally get very good response from the Web Server, and always get a good response from the database. However, it is rare that we have more than 20 users connected at once, though the web or otherwise. The only thing we have had to be very careful about is being sure to close all connections on the same page that we open them because the connection doesn't die just because the session was closed.
