v$rollstat and v$transaction show different status

List, 


this morning i started getting error 


"cannot use system rollabck for....."



i did a select * from v$transaction where XIDUSN = 0
it returned some 14 rows !! 



then i selected * from v$rollstat and it showed 0 (zero) 
in the XACTS column for USN 0 (system rbs) !!
