Look in Chapter 7 of the Oracle 8i Administrator's Guide for Windows NT:  

Each Oracle instance must have a system identifier (SID). A SID is a unique name for an Oracle database instance that can be up to 64 alphanumeric characters in length.

eight total. so, in Unix....eight
in NT, since the service stuff prepends "ORCL", so......ORCL<sid>....four

The "Getting started" book is clearly wrong. I have created many databases with a SID of 8 characters.

Not sure what the limit is.
