Unix ownership/group of files created via Oracle

We have an application where text files are created and read by both Oracle processes and an in house application .

Files created by Oracle processes have ownerships of oracle and group dba.

Files created by the in house application are owned by another user and group.

Systems admin do not want to make any other user a member of Oracle dba group.

Nor do they want to see files with 666 permissions.
