'Alter database' commands are used to change the physical settings(such as size, location) of your database(such as datafile, logfile) which are defined and logged in your controlfile.
 'Alter system' commands are used to dynamicly change the parameters set in your init<sid>.ora and cnfg<sid>.ora files.
Correct me if I am wrong.
