select * from v$nls_parameters where parameter='NLS_CHARACTERSET';

Are u using sqlplus on the same server which the database is running or are u doing it from a Windows' client? If it's the second case, then the client side registry settings might also contain NLS_LANG and NLS_DATE_FORMAT which is the default.

Where can you find the characterset of a database?

Also, why if you have the nls_date_format=yyyyddmm and query a date field in sqlplus it gives the date as dd-MON-yy?
