I don't know what you mean by high-level but all should be able to do some basic research. I don't have all the manuals memorized but I sure do know how to use them. It seems to be a fading skill.

  Well, sometimes the high-level dbas can get so distracted with all the high-level stuff that they tend to get "rusty" with some of the basics...a good refresher every now and then doesn't hurt. :)
