I used to use it to find out when a package or a procedure had been changed. It MIGHT tell you when an index was rebuilt. Caution: in Oracle7 it was a varchar2(75) column, in 8.1.6 they've gotten some sense and it's down to varchar2(19). It MIGHT work.
