On NT you must check the oracle SERVICES (both SID and LISTENER) And see if they are using a network login for the service.
I have had similar errors related to the user logon  Associated with the NT oracle services.  Check if the oracle services were created using the  network logon. U can recreate the services via the oradim  command and make sure that they are not using the Network login.  However one drawback to using non network logins for oracle services Is the UTL file package would only have permission to write to local drives -Barry

I have the same problem, 8i (8.1.6) on nt sp5... haven't solved it either :(

anyone with an answer??????
