Somewhat Off-topic: Siebel DBA Question

We are implementing Siebel Order Management and Trouble Management modules and I have a question
on setting up user accounts: I was told by the Siebel application person on the team that every time we want
to set up a new user account we have to setup an Oracle account on the database level first, then the same
user login and password has to be used to set him/her up on the Siebel application side. I am a little skeptical on this: why not setting up users through the application and saving the changes to the database? Siebel DBAs
on the list might be able to answer my question here. TIA
