Carefully note the following requirement to copy the material:

    "written permission of Oracle"

On the other hand, the basic rule of any bureaucracy undoubtedly applies:

   "it is easier to get forgiveness than permission"

Along those lines, as a point of comparison of theoretical interest only (of course), one could compare the potential economic loss to Oracle of this copying of education content to the losses caused by various marketing mishaps.
