Hi!

 Can someone please help me with Tivoli?

 The vendor's service Engineer also seems to be  a newbie, can someone help us

 with some tips, some site to find the
 details of how to get tivoli up and usable?

OTN has the complete Oracle NT doc's for download as a "zip" file. The = "unzipped" file produces the docs in html and pdf format.

Also you can check in the NT services panel wether the service is in AUTO start mode and the service knows the location of the init.ora file (ie, the service is created with proper location of the init.ora file).
