On my OEM 2.1 installation on NT the "Lock monitor" tool is available from the tools menu, diagnostics pack, lock monitor

Does anybody know from where the Oracle Lock Manager can be obtained? It is a very useful tool to identify locking. I have new CD's and I do not see it in any of the CD's. I have the CD
OEM Release 2.1
with Oracle Tuning, Diagnostics and Change Management Packs.

I used to use it before very frequently and if I can remember it was part of either the Tuning or Diagnotis pack.
