Perl. No doubt about it.
Shell is great but perl is a superset of what you can do with a shell. If the person is any good they will learn shell. If they are REAL good, then they will learn perl.

Or, if your place is as busy as mine, they won't have time to learn where the rest rooms are never mind a new language..... (duck, here come the jokes...)
