Ura,

    No it does not, contrary to Oracle's documentation. The problem is that WebDB does not have anyplace to put the database connect string in, hence the desire to install it right next to the database. BUT, in the long line of backwards compatibility stuff you can set either LOCAL and/or TWO_TASK to do the same thing.
