You do not need pointers to implement link list. Instead you can have PL/SQL table of records one of columns will ne index of next and/or previous record. This will give you all functionality of link list.

I don't know what is meant by dynamic chained list is, but if it is anything comparable to a linked list as in 'C', you can use PL/SQL tables to implement it. It will be a crude implementation as there is no concept of pointers in Oraclespeak.

PL/SQL tables are a sparse collection type so (probably) they are a good candidate for such implementations.
