Even the set transaction thing cannot forbid other user from using that rollback segment. But there is a trick that you can use to get what you want. Right before you issue that set transaction thing, bring the rollback segment online, then after that user put in the statement. Take the rollback segment offline. Notice that the rollback segment is on the OFFLINE PENDING status. It will only go offline after the active transaction is done. But at the mean time, no new transaction will grip this rollback segment.
