OCP - would the real discounts please stand up!

It was recently posted on this last that proving membership of OTN and quoting Pin 'S36' would get you a 20% discount on OCP exams. Members of the UK-OUG get a 16% discount on exams. So I put it to the UK-OUG that they should at least match the 20% discount offered to OTN (free membership). I received from a reply stating:

"I have spoken to Oracle Education and they told me that whereas the UKOUG discount is year round the OTN discount is linked to offers and normally you have to buy an additional service in order to receive the discount."

So can anyone out there verify if the above is true please?
