ORA-01031 : insufficient privileges

Hi ,
I did all required after reading from manula. For setting up OS Authentication on NT :- Shutdown the instance
set remote_login_passwordfile = NONE
created an NT group on srver where oracle is installes named as ORA_DBA. Added 1 NT user as member of that group. DID CONNECT / AS SYSDBA and got this error ORA-01031 : insufficient privileges
What else is required.
