Anyone keep the mail on database tuning with hit ratios versus

A few weeks ago someone wrote up a very nice summary of database performance tuning via cache hit ratios and other ratios and opposed to tuning with wait statistics. I wish I had kept it because now we have a new DBA who is very interested in hit ratios. I am having trouble convincing him that these are not as critical as he feels they are.

Did anyone keep that article? It also had a reference (link?) to an Oracle paper on the same topic. If someone has it, I'd appreciate it if they can email it to me at the address below:
