Yes i got it.Let me put it this way:

how to find the processes which are in hung state and wait for 15 minutes to see if there is any change in the status and then kill that process?

Just because a process is idle, = doesn't mean it should be killed.  If you're trying to manage idle database = connections, do this by setting
 IDLE_TIME in the user's = PROFILE.  Rarely, if ever, do I kill an Oracle process at the OS level.
